地震防災研修会で良く出る質問とその回答を掲載しておきます。今後、順次追加していきます。
Questions that are asked frequently in the seminar and the answers are given in the page. Q&A are added following the seminars in future.
Q1.家具を固定するにはどの方法がよいですか?
What is the best way to prevent the firniture from being tappled over at an large quake?

家具を固定する方法にはいろいろあります。金具を用いて固定する方法やつっかえ棒を用いる方法もあります。いずれもホームセンターで買うことが出来ます。簡単で確実な方法としては、家具と天井との間に段ボール箱を挟んでおくという方法もあります。
There are many ways to fix firnitures to the wall. You may use some metal fittings specially designed for fixing furnitures, or may put a kind of brace between a firniture and the ceiling. Both idems can be found at any ’home centers’. A simple way to put a corrugated box between the firnture and the ceiling with little gap above the box.

Q2.地震の時、地下鉄は大丈夫ですか
Are the subways safe for large earthquakes?

地下鉄の走っている地下のトンネルは、地震の時に地面と一緒に動くため比較的安全です。停電のため電車が停止する可能性がありますが、非常灯がすぐ点灯するので安心して下さい。場合によっては、線路を隣の駅まで歩く必要がありますが、係員の指示に従ってください。
Tunnels of subway are generally resistant for quakes since they shake in a similar way with the media which surrounds the tunnde. In case of power outrage the train stops between stations and the lights may be gone out. Even in such a case emergency light will soon on and you do not need to be panic. When you are asked to walk to the nearest stations along the railway, you should follow the instruction by the operator of the subway. If you do not understand Japanse, follow the people around you, or ask somebody in English. One out of ten Japanses can answer you in English.

Q3.私の住んでいる家は、地震の時に大丈夫ですか?
Is the house where I live save at the time of earthquakes?

あなたの住んでいる家が1981年より後に建てられたものであれば、ひとまず安心してください。1995年の神戸の地震においても、1981年以降に建てられた建物がほぼ安全であったことが示されました。
If the house you live was built aftere 1981, it is thought to be earthquake resistant. In the Kobe earthquake 1995, the building after 1981 was almost safe for the strong ground motion of the earthquake.

Q4.地震の時には、外に逃げた方がよいですか、それとも机の下にもぐった方が良いですか?
Which is better at the time of earthquake whether we rushed out from the building or slip in beneath desks or tables?

これは、大変難しい質問です。建物が地震に耐えられると判断した場合には天井から落ちてくるものに備えて、体を低く保つか、机の下に潜りましょう。建物が地震に耐えられないと判断した場合は、急いで外に逃げた方が安全です。
It is very serious problem. If you decide that the building you are in is resistant enough for the earhtquake, you may stay inside and protect youself by keeping yourself low or slip beneath desks or tables. If you decided that the building is dangerous for the earthquake, you may quickly run out of the building.

Q5. 実験などの時に、危険な装置やガスなどを扱っている場合にはどうしたらよいのでしょうか?
What should we do at the time of earthquake when we handle the dangerous instruments or materials?

事前に責任者の方(教授)と相談しておいてください。強く揺れても事故につながらないようにあらかじめ準備しておく必要があります。あとは、とっさに安全な状態に戻す訓練をしておくことでしょう。緊急地震速報は、早めに揺れを知らせてくれるので、導入しておくと役立つことがあります。
You should make careful preparation for earthquakes. Please consult with a person in charge, e.g. professors. You need to make the items safe in case of sudden quakes. You also get a drill to keep things safe. Earthquake Early Warning system may help you, because it inform you the occurrence of earthquakes as early as possible.

Q6.地震の予知は出来ますか?
Are earthquaks predicted?

例えば、明日地震が起きるというような地震の直前予知は現段階では非常に困難です。特に○月○日のような、特定の日に地震が起きるというような噂を聞くことがありますが、すべてでたらめです。静岡県の直下で発生する東海地震については、特別な観測をしていますので、直前予知が出来る可能性があります。
An earthquake prediction, which says that an earthquake will happen tommorow, is generally dificult in the present state of science and technology. Especially the prediction of earthquake occurrence on a specific day, you may have heard about such a rumor, is completely innaccurate. You must not beleave it. A large interplate earthquake that occur beneath Shizuoka prefecutre, for which the government keeps a special monitoring system, have a possibility to be predicted.
